Grady tried to make a gateway to the Black Tower to visit his family, but it did not work. Faile and Perrin meet with Elayne, who wants to resolve their rebellion. It would cause further upheaval to execute them, but pardoning Perrin would mean that the Two Rivers would have to be without a lord once more. With input from Faile and Morgase, Elayne agrees to declare Rand the High Seat of the Two Rivers, with Perrin as his steward. The Two Rivers will remain tax-exempt, with Perrin collecting taxes for Rand's use. In exchange, Perrin will give military aid, as well as the allegiance of the monarchs sworn to him, which will tie Ghealdan, Saldaea, and Mayene to Andor. Perrin agrees to help Egwene convince Rand not to break the seals. Elaida, now known as Suffa, is made to demonstrate a gateway to Fortuona. Fortuona announces that the damane are to be trained in gateways, then they will attack the White Tower in force with the objective of leashing all of the women there who can channel. Perrin meets with Mat and Thom in an inn in Caemlyn, who impress upon him the danger of assassins.
