Darlin agrees to send men to Egwene's meeting with Rand, but he can't send many because of the Seanchan threat. Egwene writes a letter asking for him to send more, promising to provide gateways for a quick return to Tear if the Seanchan attack. She provides a similar promise to Gregorin den Lushenos. Egwene receives word of the invasion of Shadowspawn in the Blight. The Hall meets without Egwene. She enters the meeting, but does not speak. The Sitters are discussing their desire to declare war against the Shadow without actually declaring war, which would give the Amyrlin almost total power. Egwene suggests a proposal that will give the Hall control of Bryne's army while Egwene deals with the world's monarchs. The lesser consensus stands. Then they realize that this means that they have given Egwene sole responsibility for dealing with Rand, who is also a monarch. Egwene then proposes that Tower law be changed to require all Sitters who are out of the Tower to choose a surrogate Sitter, to require that no meetings be held unless all Sitters or their surrogates are present, and to require that the Amyrlin always be notified of meetings well in advance. Though initially reluctant, all the Sitters stand for this proposal. Egwene sends Nicola and Nissa to get dream ter'angreal from Elayne for their training in Tel'aran'rhiod. Egwene hopes that the girls will cause rumors to spread, allowing Egwene to catch the murderer in Tel'aran'rhiod.
