Talk to the person in southwestern Suthorn Prairie, west of two pools of water.

How to Complete the Quest

You can just bind to the rightmost boulder, then walk south, then west, to create a gap in the blockade. Talk to the person afterward, and they will notice that they can go past.

Quest Reward

You receive 20 rupees for completing the quest.
