Complete the quest Explosions Galore!, then read the "Performance Artist" entry in Dampé's journal to start the quest.

How to Complete the Quest

You need to complete the quest Impa's Gift, then win the Middle Course Flag Race at Hyrule Ranch to receive the Prismatic Music Box. Then create a Zol on the platform in Dampé's house, and afterward, talk to Dampé and ask for an automaton, then ask for Performance Artist. Say yes when he asks for the Prismatic Music Box.

Quest Reward

You receive the Gizmol automaton for completing the quest.
