There is a boat west of Sea Zora Village with a River Zora trapped on top. Approach the trapped Zora to start the quest.

How to Complete the Quest

Defeat the Chompfins and Bombfishes around the boat, then get on top of the boat and talk to the Zora.

You get 10 riverhorses for completing the quest.
