After you complete the quest "Still Missing", talk to the child in the west part of Hyrule Castle Town to start the quest.

How to Complete the Quest

Create an echo of a Zol in front of the child. Then create an Ignizol echo in front of the child. Next, he asks to see a Hydrozol. Create a Hydrozol echo in front of him. But he wants to see a bigger Hydrozol, so you will need to create a Drippitune echo first, then a Hydrozol, which will become bigger because of the rain.
