This quest is available if you have completed the quest A Sultana's Resolve.

Starting the Quest

Talk to Nanamo in the Waking Sands in Vesper Bay in Western Thanalan to begin the quest.

Speak with Lyse

Teleport to The Ala Mhigan Quarter in The Lochs and talk to Lyse. There will be a cutscene.

Speak with Watt

Go northwest to where the orange arrow is pointing in the minimap. Talk to Watt to proceed.

Speak with Wiscar and use the Telescope to Observe a Yabby

Go to the quest icon on the map and talk to Wiscar. Zoom in and move the crosshairs over the Yabby's jaw. Follow the on-screen instructions to observe the Yabby's Jaw. There will be a cutscene.

Speak with Wiscar

Talk to Wiscar to proceed.

Speak with Wiscar and use the Telescope to Observe a Phoebad

Go east to where the orange arrow is pointing in the minimap, and talk to Wiscar. Zoom in and move the crosshairs over the Phoebad's eye. Follow the on-screen instructions to observe the Phoebad's Eye. There will be a cutscene.

Speak with Wiscar Again

Talk to Wiscar to proceed.

Report to Watt

Go west to where the orange arrow is pointing in the minimap and talk to Watt to complete the quest.

Next Main Scenario Quest

After you complete the quest, talk to Alphinaud to accept the next quest: A Blissful Arrival. There will be a cutscene.
