Your investigation into the Ul'dah riots takes you to Lost Hope in Central Thanalan, where a terrified refugee tells his tale.

Requirements

This quest is available if you have completed the quest Desperate Times.

Starting the Quest

Talk to the Terrified Refugee northeast of Black Brush Station in Central Thanalan to begin the quest.

Search the Caves

Go southwest to leave the cave, and follow the stream into another series of caves toward where the orange arrow is pointing in the minimap. Speak with the Desperate Refugee to proceed. Defeat the two Armed Refugees that attack, starting with the one that has a shield. Three Armed Refugees will appear after that. First defeat the one with the shield, then defeat the other two. Finally, a Saber-Rattling Swordsman and a Shield-Rapping Swordsman will appear. Defeat them to proceed.

Speak with the Desperate Refugee

Talk to the Desperate Refugee to proceed.

Speak with the Terrified Refugee

Go north to leave the cave, and go northeast into the cave where the orange arrow is pointing in the minimap. Talk to the Terrified Refugee to complete the quest.

Next Main Scenario Quest

After you complete the quest, talk to the Terrified Refugee to accept the next quest: Reap the Whirlwind.
