Talk to Meffrid in Quarrymill in the South Shroud to begin the quest.

Show Meffrid's Recommendation to Gundobald

Go back to Southern Thanalan. Talk to Gundobald and hand over the letter to complete the quest.

After you complete the quest, talk to Gundobald to accept the next quest: The Bear and the Young'uns' Cares.
