The Stakes Guide You

After you go down the stairs from the entrance, go to the left and you will see a column going up and down. Nearby, there is a metal plate attached to a stake. Wait for the column to go all the way down, then push the stake into the column such that the metal plate is slightly above the ledge that you are standing on, and walk onto the metal plate. When it lifts you up above, glide to the ledge behind the column. Look for the fan in the floor in this ledge, and use it to float upward, where you can glide down to the treasure chest on the column next to the one going up and down. Open the chest to get five arrows.

Next, use the fan to glide onto the floating platform that faces the spinning items on the wall. While standing on the top of the two floating platforms, move one of the stakes in the wall so that it stops the stone slab from spinning, such that if the rolling orb falls onto it, it will roll down onto the metal rail on the right. Use another stake to stop the orb from going to the left, so that it falls on to the stone slab that you stopped. If there is a stake blocking the orb from rolling off of the right side of the stone slab, move it out of the way.

When you have gotten the orb onto the metal railing down below, glide down to the platform below you, and move a stake into the outer ring of the dark spinning item in the wall. The stake will push the orb along the railing so that it goes into the floor switch. This will open the bars. Use Ascend to go up to the upper platform, then glide to the bars. Go through and check on the dragon ring to get the Light of Blessing and complete the shrine.
