The first step is to create some scary weather. There are a lot of ways to make a rain storm, so just do that. Then give Maxwell a disguise and a scary weapon. The disguise can be anything at all that hides his face. The weapon can be something that uses an adjective to become scary, or it can be a type of weapon that a bad guy in a horror movie would use. Finally, run over to the people to scare them.
