Talk to Chroma and Khira in the throne room of Zora's Domain to start the quest.

How to Complete the Quest

Go to the Floating Scales Island, which is east of the Water Temple. In the northeast side of the tail of this fish-shaped island, there is a tunnel. Go into it and open the chest at the end to get the Zora Helm. This completes the quest.
