Begin this quest by talking to Karson in Lookout Landing at -0247, 0061, 0019 after you defeat two dungeon bosses.

How to Complete the Quest

Use Ultrahand to pick up the flat piece of wood next to Karson and put it into the gap in the roof of the stable. It fits perfectly. Karson will finish the stable, and you can talk to Lester from now on to use the stable. You can also talk to Lester to start the quest Spotting Spot.
