Sand Radishes can be found in the Alabaster Icelands. After you have 3 of them, go to Jubilife Village, enter Galaxy Hall, and go downstairs to talk to Tao Hua and give him 3 Sand Radishes.

Go outside and talk to Choy at the Jubilife Village General Store. New items will be added to the General Store.
