During the distribution, it was possible to connect to the Nintendo WFC and use the Mystery Gift option from your main menu to receive the Liberty Pass. When you played the game next, you could go to a Pokémon Center and talk to the delivery man to get your Liberty Pass.
Using the Liberty Pass
Once you have the Liberty Pass, you need to go to Castelia City. If you haven't reached that point in the game yet, you will need to play through the game until you get there.
In Castelia City, go to the pier at the west side of town. There is a person standing in front of a boat here. If you have the Liberty Pass and talk to that person, the person will ask you if you want to go to Liberty Island. If you say yes, you will board the boat and it will go to Liberty Island.
Defeating Team Plasma at Liberty Garden Island
Team Plasma has taken over Liberty Garden Island, hoping to capture Victini. Apparently, Victini has limitless power in its body and can share that power with whomever it touches. It is also said that Victini can ensure victory for any trainer who possesses it. For this reason, Team Plasma is very interested in it.
Outside of the tower, there are three Team Plasma Grunts that you must defeat. Their pokémon are Level 17/18 Patrats and Sandiles.
Before heading into the tower, be sure to check the trash can next to the vending machine, because it contains an Ultra Ball.
Inside, you will find a security guard who will heal you up for free.
There is also a Team Plasma grunt that you have to fight here. This grunt has a Patrat and a Scraggy.
Finally, you will reach the inside room, where Victini has been living for a long time. The story goes that a rich person bought Liberty Garden Island a long time ago and kept Victini in the basement to protect it from greedy trainers who wanted its power.
There is a Team Plasma grunt here who has a Level 20 Watchog.
Finally, when you have defeated this last grunt, you can go up and talk to Victini to start the battle.
Chance of Catching Victini
Victini is at Level 15 when you encounter it. Being a Legendary pokémon, Victini has a very low catch rate. Its catch rate is 3. This means that you will most likely have to throw a lot of pokéballs at it before you actually catch it. For more details, look at the chart of which pokéballs are best for catching Victini.
As with any Legendary, you should attempt to get its HP down to 1 if possible, and also inflict sleep or freeze on it before trying to throw a pokéball. You could inflict poison, burn, or paralyze, but these don't improve your chances as much as sleep or freeze does.
False Swipe would help out, but at this point in the game, you might not have any pokémon that know it. Fortunately, you can go to Professor Juniper if you have seen at least 30 pokémon to get the TM for False Swipe. However, only Oshawott and its evolutions, as well as Leavanny, can learn this move. Leavanny is the final evolution of Sewaddle. If you level Sewaddle up to 20, it becomes Swadloon. Then Swadloon evolves into Leavanny if its happiness is high enough when it levels up.
This limitation makes it difficult to bring Victini's HP down to 1. You can try to attack with Fire, Grass, Ice, Fighting, or Psychic moves, which are not very effective on Victini, in the hopes of chipping away at its HP.
Note that if you defeat Victini or are defeated, or if you run away, Victini will hide in the room, but will come back if you leave the room and go back in. You won't lose your chance to catch Victini if you defeat it, run away, or are defeated. You can try as many times as you need to.
After you Catch Victini
After you catch Victini, Team Plasma will be kicked off of the island, and Professor Juniper will stop by to thank you. Then she'll go back to her lab in Nuvema Town.
After catching Victini, you can go back to Liberty Island any time by talking to the woman at Liberty Pier in Castelia City.
How do I teach Victini V-Create/V-Generate?
You can't teach Victini V-Create. This move was distributed with an event Victini at the premiere of the 15th Pokémon movie. It is an event-only move that Victini can't learn under normal circumstances.
Victini's Special Attributes
Victini's ability is Victory Star, which boosts the accuracy of both Victini and its partners in Double and Triple battles.
Victini is the only pokémon who can learn Searing Shot, which is a Fire move that has 100 Power and 100% Accuracy. To get this move, you must go to the Move Relearner in Mistralton City and give her a Heart Scale to teach Victini Searing Shot.
