Agents will only be available to you if your effective standing with that agent meets the minimum requirement, based on the agent's level. The table below shows the requirements.

Agent Effective Standing Formula
The effective standing of an agent is calculated as follows.

If your corporation standing is less than 0.0, the formula uses your diplomacy skill level. Otherwise, it uses the connections skill level.
