Go to the field in front of the elementary school and find Shelly. Talk to her to start the quest.

Deal with the Yo-kai!

Use the Yo-kai Lens to find Dimmy hiding nearby. Talk to him and defeat him.

Is Shelly OK?

Talk to Shelly to complete the quest.
